Uganda4Resilience (U4R) is a national Community of Practice under the Africa4Resilience (A4R) initiative. U4R brings together civil society organizations, grassroots actors, researchers, and policymakers to co-develop locally driven solutions that enhance climate resilience and sustainability in Uganda.

U4R serves as a collaborative space where actors across sectors engage in peer learning, influence climate policy, and mobilize resources to support inclusive development and environmental stewardship.

What U4R Does

  • Ecosystem Restoration
    Promotes nature-based solutions, reforestation, and landscape restoration to build climate resilience and biodiversity conservation.
  • Early Warning & Disaster Preparedness
    Strengthens technical capacity and coordination for effective early warning systems and community-based disaster risk reduction (DRR).
  • Climate-Smart Livelihoods
    Supports communities in adopting sustainable, adaptive livelihoods in response to climate variability and shocks.
  • Policy Engagement
    Amplifies local voices in national policy dialogues and supports the integration of grassroots knowledge into climate policy and planning.
  • Youth & Gender Inclusion
    Prioritizes meaningful participation of young people and women in climate action, resilience planning, and leadership.

Uganda4Resilience (U4R) Network Strategy Document (2025–2026)

Uganda continues to face multiple, interlinked shocks and stresses, including climate change, conflict, food insecurity, health crises, and economic volatility. While efforts have been made by development and humanitarian actors, fragmentation and short-termism hinder progress.

To address this, the U4R Network was established as a multi-stakeholder Community of Practice bringing together:

  • INGOs and national NGOs
  • Government agencies
  • Academia and research institutions
  • Private sector actors
  • UN agencies and donors
  • Civil society networks and CBOs

To foster coordinated action, learning, and advocacy for resilience-building by enabling inclusive, collaborative engagement among key stakeholders in Uganda.

U4R seeks initial donor and partner support for core operations and will evolve toward sustainability through:

  • Member contributions
  • Project-based funding
  • Private sector partnerships
  • Secretariat: Coordinates activities (to be hosted by a member)
  • Steering Committee: Provides strategic oversight
  • Thematic Working Groups: Lead focus-area activities and technical learning
